As of August 21, every retail store that sold the HP TouchPad 16Gb or 32Gb is unofficially unavailable.
With that stated, the original question is: why? Well, I researched and spoke with reliable (and unreliable) sources and found the reason.

I also received the scoop that HP will slowly pull out of the personal computer business, and discontinue the distribution of desktops and notebooks to common retailers. The plan is to focus the attention to a much more robust and profitable business sector, which includes software and server solutions. The controls of the CEO are to strategize in strengthening the company and undo alot of the damage that was created during the arrival of Compaq and the acquisition process.
Therefore, a mass exodus of HP TouchPad units occurred, via the retailers. Best Buy, Staples, and the others were the dealers of a fire sale of all units and proceed to disconnect the plug of up-selling the upcoming tablet.
In short, this is one of the hottest messes I ever seen in my life.
There’s more to come; so stay tuned, try to purchase an HP TouchPad, and hold on to it for about 10 to 20 years in mint condition; it will make a great conversation piece, or maybe be praised in the same light as the Commodore 64, Turbo Graphix 16, or I don’t know, maybe a BETA Max.
